PNAEE - The Portuguese Action Plan to promote energy efficiency

PNAEE is the Portuguese action plan to promote energy efficiency. The goal is to reduce energy use 1% per year until 2016. The reference period is the average of final energy consumption from 2001 to 2005 (approximately 18 347 tep).

The plan proposes measures in four different areas - transportation, buildings, industry and government (technology), based in changes in behaviours, taxes, financing and incentives (check picture in portuguese).

Is Portugal in the right path? According to some news, not quite. In 2008, the energy use savings were about 0,74% (Renewable Energy Blog (in portuguese)).
